The strategy prioritises areas of high deprivation and seeks to ensure that no child’s background limits their potential. Through expanded access to affordable childcare, wraparound provision, and evidence-based interventions, the programme aims to increase the number of children reaching a good level of development by age five, with a long-term vision extending to 2029.
